Within the next few pages we will show you how BLM deceives both the public and their representatives by use of Photography. By utilizing the times of year, camera positions, omittinginformation that would normally give a viewer correct prospective and addingfalse or misleading information that directs the viewer to the wrong conclusion.
The photos at left are taken from the pages of BLM'sCascade Siskiyou Ecological Emphasis Area (CSEEA) - Draft Management Plan/ Environmental Impact Statement Volumes 1 & 2. Some of these photoswere taken during draught years.

The first strategy they use is to take photos of an area after the cattle have completely grazed an area, they do not show any in between photos that show the grass height in its many stages of being grazed as though as soon as the cattle are let in it would look like this. Secondly, they back the frame of the photo to show dry conditions beyond thebank to make the condition seem to look worse than what it is. Thirdly theytake the picture in late summer when the grass is naturally dry. Fourthly they take a tapered gravel bar caused by flooding to make the viewer think that cows caused the tapered condition. Fifthly they try to convince the viewerwith their words that the photo is taken in the exact same position, whichit is not. Sixthly, they try to present that the grass will not return inits full former springtime luster by omitting the simple fact that it will.The dead uprooted tree from a previous flood is an added touch.

What they do not show you in this photo is that while cattle graze along the banks they fertilize and replant gravel bars and that once the grass is eaten, they move where there is more grass away from the stream. More importantly, is that in the following spring the banks look just as pretty as the picture below.

In this photo first notice the camera angle, they have moved close to the stream so you cannot see the dry grass woodland at left. Secondly, they took this picture in a narrower area of the stream, the gravel bar is omitted. Thirdly, the photo was taken in early spring before the cattle were let in to make the viewer think that their management made this look like this, when in fact this stream looks like this every spring before the cattle are let in. Fourthly, they omit to tell you that this area looks exactly like the upper photo after the cows finish grazing it and utilizing the feed, even today. Fifthly they fail to explain that the grass grows back like this each and every year regardless of the grazing. Sixthly, they fill the left of the photo with green tree foliage which would have been seen inthe upper photo if they had taken the the picture in the exact same position and had not tried to extort a false contrast.
